Artificial intelligence is not only a technology of the future but also a moral challenge of the present. Pope Leo XIV emphasized this in his address to the cardinals, calling for the creation of an international agreement to regulate the development of AI. According to him, the Church cannot remain indifferent when new tools threaten fundamental human values — dignity, justice, and the right to work.
“We must respond to the technological revolution with a voice of moral responsibility,” the Pope stated. He stressed that the Vatican will rely on its 2,000-year tradition of social teaching to form a clear position on the ethical challenges posed by artificial intelligence. The address has already been compared to that of Pope Leo XIII in the 19th century, who defended workers’ rights amid rapid industrialization. Now, in the age of digital transformation, the Vatican raises new concerns — this time about algorithms that may displace humans not only from the labor market but also from the realm of moral choice.

Amid the rapid integration of AI into various spheres of life, the Vatican has held multiple meetings with representatives of major tech companies — Google, Microsoft, and Cisco among them. Despite ongoing dialogue, the Pope considers voluntary initiatives insufficient, insisting on a binding international treaty to establish clear boundaries for AI use.
Most technology companies, however, view such initiatives cautiously, arguing that strict regulation might stifle innovation. But from the Church’s perspective, a different warning is being voiced: without an ethical compass, even the most powerful technologies can spiral out of control. “AI must serve humanity — not the other way around,” concluded Pope Leo XIV, urging the world not to lose its moral direction in the pursuit of technological progress.
